Guilherme holds a BSc in Industrial Engineering (UFRJ), an MBA in Finance (IBMEC) and an MSc in Financial and Business Economy (FGV-EPGE). Mr. Guilherme joined Navi in 2021. Before that he worked at BNDES since 2009 providing corporate and project financing to water and sanitation projects for both public and private companies. Since 2016, he has been leading the PPP and privatization program at BNDES, aimed at contracting and overseeing the development of feasibility studies in the water and sanitation space. Prior he worked as a consultant at Accenture, assigned to the utility and oil & gas sectors.

In 2009, he joined Angra Infra as Managing Partner, where he could manage a wide range of investment in infrastructure. In 2013, he founded Barbosa Mello Investimentos, an infrastructure investment holding company. The company currently has investments in sectors such as water, energy, social infrastructure, street lighting and transports.

He has been working in the sector of water resources and infrastructure, airports and sanitation, with wide, relevant experience in PPP. He worked as Director of São Francisco River Integration Project and as Deputy Secretary of Water Infrastructure, both for the former Ministry of National Integration. He also worked as Director of the PPI of the Presidency of the Republic, in the field of airports and privatization of public companies. Currently, he is the National Secretary of Sanitation.
