Biography
Helcio Tokeshi is Secretary of Finance of São Paulo State. He worked before at the Ministry of Finance as an advisor on macro-economic policy to the Secretary for Economic Policy and as the Secretary for Economic Monitoring (SEAE). At SEAE he was directly involved in setting up basics of the current regulatory system of the electricity market in Brazil. Before this return to government, Helcio was a managing director at the infrastructure area of GP Investments, managing director of EBP, associate principal at the São Paulo office of McKinsey & Co., and at the World Bank. Helcio´s undergraduate was done at the University of São Paulo, masters at the State University of Campinas, and doctorate at U. C. Berkeley, all in economics.
