Biography
Mr. André Isper is a counsel with over 10 years of experience in large-scale infrastructure projects and public-private partnerships (PPP). In January 2023, he took over the Executive Secretariat of Partnerships in Investments at São Paulo State Government, where he is responsible for new projects within the scope of São Paulo's PPP and Privatization Programs.
He also serves as the General Coordinator of the State Commission for Monitoring Metro-Rail Concessions Contracts.

Mr. Isper formerly acted as External Consultant at the Inter-American Development Bank (2022), Chief Advisor at the National Planning and Logistics Company (2019-2022), and Superintendent of Regulation of the State of São Paulo Transport Agency (2017-2019).
