He is a PhD in Naval Sciences and holds a Post-Graduate degree in Political Sciences from the University of Brasília; MBA in Public Management from Fundação Getúlio Vargas; MBA in International Management from COPPEAD/Federal University of Rio de Janeiro. The international experience of Minister Bento Albuquerque includes the position of Director General of the American Defense Board (IADB), under the Organization of American States (OAS), in Washington-DC/USA; and the position of Military Observer Dubrovnik, Croatia.

He served as an engineering at the Brazilian Army; head of the technical division at Companhia de Engenharia do Brasil in the UN Stabilization Mission in Haiti; general coordinator of Auditing in the Transport section at Brazil's Office of the Comptroller-General (CGU); executive director and managing director at DNIT; and secretary of Projects Coordination in the Special Secretariat of the Investments Partnerships Program (PPI).
