As General Secretary, Luca is responsible for guiding and coordinating ETUC policy. This includes high-level meetings with EU and national leaders, EU institutions and social partner organisations, representing the ETUC in international and European fora and affiliates’ initiatives, coordinating  relations with affiliates and supervising the ETUC’s budget and human resources. Luca has taken part in negotiations on the European Pillar of Social Rights, the future of Europe, relaunching European social dialogue, public investment, economic governance, EU legislation and many other issues of importance to European workers. The ETUC aims to ensure that the EU is not just a single market for goods and services, but is also a Social Europe, where improving the wellbeing of workers and their families is an equally important priority.

While public money is being spent freely in the healthcare sector and to support employees, private companies are struggling to sustain cash flow through the impact of COVID-19. EU bonds were heralded by the private sector as possible economic stimuli, yet the initiative is still in limbo. Could delayed public action trigger massive waves of unemployment and loss of human capital once the crisis has blown over?
